RIPE NCC sponsoring LIR

ASN, IPv4 and IPv6 sponsorship from a RIPE sponsoring LIR

Elisteka acts as sponsoring LIR so an End User can hold independent resources registered in their own name: an ASN, existing IPv4 PI or legacy space, and an IPv6 PI /48. It is a registry relationship, not a lease of Elisteka address space, and the RIPE NCC still has to accept each request.

We respond to enquiries within 12 hours. An enquiry is not an order, a reservation or an approval.

The service

ASN, IPv4 PI and IPv6 PI /48, registered to the End User.

You choose Elisteka as sponsoring LIR. We request or maintain the independent resources, and the RIPE Database shows the End User as the holder. A new sponsoring LIR does not need the previous sponsor’s consent. You do need to end the previous agreement for the resources that move.

ASN sponsorship

A new Autonomous System Number can be requested in the End User’s name when the network qualifies under current RIPE policy. Elisteka submits the request as sponsoring LIR. The RIPE NCC decides whether to assign it. The annual fee has no setup fee.

IPv4 PI and legacy

Sponsorship for an existing IPv4 PI assignment or a legacy block you already hold. It is registered to you, not leased from Elisteka’s own address space. The RIPE NCC stopped issuing new IPv4 PI in September 2012, so this is not a way to obtain a new IPv4 PI block. The annual fee has no setup fee.

IPv6 PI /48

The standard provider-independent IPv6 assignment is a /48 for the End User’s own infrastructure. A larger prefix is possible only when the RIPE NCC accepts the justification. We do not promise a size above /48. The annual fee has no setup fee. Preparing a new RIPE request has a separate one-time application fee, waived when you lease IPv4 or IPv6 from Elisteka.

Before a request is submitted

What the RIPE NCC expects.

These are the checks that apply before Elisteka can submit a request. Meeting them does not by itself mean the RIPE NCC will assign or transfer the resource.

End User agreement

A signed agreement between the End User and Elisteka that meets the contractual requirements in RIPE policy ripe-637.

Identity of the holder

A company registration extract for an organisation, or an identity document for an individual, as the RIPE NCC requires. Send these only when we ask, not in the first email.

RIPE NCC review

The RIPE NCC carries out its own due diligence, including EU sanctions checks. Elisteka cannot approve a request that the RIPE NCC refuses.

ASN

Current RIPE policy (ripe-679) requires a multihomed network and a routing policy. In practice the request shows at least two upstream or peer ASNs. The RIPE NCC decides eligibility, and the policy can change.

Provider-independent use

PI address space is for the End User’s own infrastructure. It must not be sub-assigned. An IPv6 PI prefix is not a substitute for an ISP allocation.

Scope

Included with sponsorship.

The annual sponsorship covers the registry relationship, the objects below, and ROA, route and route6, reverse DNS and a letter of authorization for the resources we sponsor. BGP session setup with an upstream is quoted separately. It is not the same as monitoring, and it does not guarantee that an upstream will accept or propagate your routes.

Registry objects

The RIPE Database objects needed for the assignment: an organisation object, a maintainer (mntner), and an aut-num object when the service includes an ASN.

Your own maintainer

Your mntner is set on the objects you are meant to maintain, so you can update your own route, route6 and reverse DNS. Objects the sponsoring LIR or the RIPE NCC must keep are changed through us.

The contractual link

Elisteka maintains the sponsoring-LIR relationship with the RIPE NCC and keeps the registration data we are responsible for up to date.

Included for sponsored resources.

ROA, route and route6 objects, reverse DNS and a letter of authorization are included for ASN, IPv4 PI and IPv6 PI resources we sponsor. There is no extra fee for those. Managed LIR is a different service for organisations that are RIPE NCC members themselves. Request early access to BGP and RPKI monitoring; the planned free service for sponsored and leasing customers is not live. IP delisting is a separate success-only fee.

ROA and RPKI

Creating and updating a ROA for a prefix we sponsor is included. There is no extra fee.

route and route6

route and route6 objects for the sponsored resources are included.

Reverse DNS

Reverse DNS for the resources we sponsor is included.

Letter of authorization

A letter of authorization for the sponsored resources is included when an upstream or a peer asks for one.

Pricing

Sponsorship fees.

ASN sponsorship

€99 per year

IPv4 PI and legacy

€129 per year

IPv6 PI /48

€129 per year

Annual fees include the RIPE NCC per-resource charge. Prices exclude VAT and are billed annually in advance.

No setup fees. Preparing a new IPv6 PI request is €49 once. That fee is waived for customers who lease IPv4 or IPv6 from Elisteka. Transfer from another sponsoring LIR is free.

ASN + IPv6 /48 PI

Both resources are registered to the End User. The ASN is €99 per year and the IPv6 PI /48 is €129 per year. Each fee is billed on its own. A new IPv6 PI request also has the one-time application fee, unless you lease IPv4 or IPv6 from Elisteka.

ASN with an IPv4 lease and an IPv6 lease

The ASN is sponsored in your name at €99 per year. The IPv4 and IPv6 leases are Elisteka address space, at the published prices of €105 per month per /24 and €29 per month per /32, with €87 upfront for the first 3 months of the /32. Leasing IPv4 or IPv6 waives the new IPv6 PI application fee. Prices exclude VAT. This is not a discounted package.

Unused IPv4

Sell unused PI/legacy IPv4 with zero seller commission

Hold IPv4 PI or legacy address space you no longer need? Elisteka-sponsored holders and holders with another sponsor or registry arrangement can submit it for a private brokerage review. Selling through Elisteka carries no seller commission and no upfront brokerage fee.

Buyer-paid brokerage: 8% of deal value, minimum €900 per completed transaction, paid by the buyer, excluding VAT, payable only on a successful closing. Any agreed third-party escrow charges are separate. Sponsorship for resources you retain remains a separate service under its own agreement.

PI and legacy IPv4 transfers follow the applicable RIPE NCC transfer rules and procedures (opens in a new tab). We review the registered holder, authority to transfer, resource status and receiving party requirements. RIPE NCC makes the registry decision; no split, completion or timing is guaranteed.

A sale changes the resource holder, unlike a change of sponsoring LIR. Tell us which prefixes you want to sell and keep; eligible retained resources, including your ASN and IPv6 PI, can remain covered by their separate sponsorship agreements.

How Elisteka IPv4 brokerage works

Transfer and new requests

How a request moves.

A new ASN or a new IPv6 PI skips the step that ends a previous sponsorship. Everything else is the same path, and the RIPE NCC can ask for more information.

  1. 01

    Tell us the resources

New ASN, IPv6 PI, or a transfer of resources that are already registered, including any current sponsoring LIR.

  2. 02

    We review the request

We check that the organisation and the resources fit what a sponsoring LIR can submit. An enquiry is not an acceptance.

  3. 03

    Sign the agreement

You sign an End User agreement that meets ripe-637. The annual fee is the published price for that resource. A new IPv6 PI request also has the one-time application fee, unless you lease IPv4 or IPv6 from Elisteka.

  4. 04

    Documents to RIPE NCC

We submit the signed agreement and the registration extract, or the identity document through the RIPE NCC process.

  5. 05

    End the previous agreement

For a transfer, you terminate the previous sponsorship for those resources. The previous sponsor’s consent is not required.

  6. 06

    RIPE NCC updates the record

The RIPE NCC completes its own checks and, if it accepts the request, updates the registration. Timing is confirmed for that request.

FAQ

Registration, the end of an agreement, and transfers.

Is registration the same as ownership?

No. Independent resources are registered to the End User organisation in the RIPE Database. That registration is not property ownership of the addresses or the ASN. Elisteka is the sponsoring LIR: we keep the contractual link with the RIPE NCC. A lease is different. On an IPv4 or IPv6 lease, Elisteka remains the resource holder and you receive a right to use that prefix.

What happens if the agreement ends?

Independent resources need a contractual link at all times. If our agreement ends, the resources have to move to another sponsoring LIR, or to a direct contract with the RIPE NCC where that option applies. If that link is not in place, the resources return to the RIPE NCC. This is the rule in ripe-637. It is separate from a lease, which ends under the lease terms.

How does a transfer to Elisteka work?

You can change sponsoring LIR for provider-independent resources, including IPv4 PI that was assigned before the RIPE NCC stopped new IPv4 PI. RIPE describes these resources as independent of the current LIR. We submit the new agreement, your registration documents and the list of resources. You end the previous agreement. The previous sponsor does not have to consent. Legacy resources are included only when the RIPE NCC accepts them.

How long does it take?

There is no single RIPE NCC processing time we can promise. We confirm a timeline after we have reviewed the organisation and the documents. Submitting this enquiry does not reserve an ASN or a prefix, and it does not mean the request has been accepted.

Are ROA, route objects, reverse DNS and a letter of authorization extra?

No. For ASN, IPv4 PI and IPv6 PI resources Elisteka sponsors, ROA and RPKI, route and route6 objects, reverse DNS and a letter of authorization are included in the annual fee. Managed LIR is a separate service for organisations that are RIPE NCC members and want day-to-day LIR administration. BGP and RPKI monitoring is not live; sponsored and IPv4 or IPv6 leasing customers can request early access to the planned free service. A request does not activate monitoring.

Can I sell unused PI or legacy IPv4 if Elisteka is not my sponsor?

Yes, you can submit a private enquiry whether Elisteka sponsors your resources or not. PI and legacy IPv4 transfers follow the applicable RIPE NCC transfer rules and procedures. We review the registered holder, authority to transfer, resource status and receiving party requirements before proceeding. A sale changes the resource holder; it is not simply a change of sponsoring LIR. RIPE NCC makes the registry decision, and completion or timing is not guaranteed.

Who pays the commission when I sell unused IPv4?

The seller pays no brokerage commission or upfront brokerage fee. The brokerage fee is 8% of deal value, minimum €900 per completed transaction, paid by the buyer, excluding VAT, and is payable only on a successful closing. Any agreed third-party escrow charges are separate. Sponsorship for resources you retain remains a separate service under its own agreement.

Can I keep the remaining resources sponsored with Elisteka?

Yes, eligible remaining IPv4 PI or legacy resources can continue under their sponsorship agreement, or be reviewed for a new one. Tell us which prefixes you want to sell and retain. No split or transfer is promised before technical and RIPE NCC review. Your retained ASN and IPv6 PI sponsorships remain separate from an IPv4 sale.
